Pedestrian subway were built to separate pedestrian from veichular traffic at the and of 50's.
those undergorund arcades constitute a system of underground roads, with many access, shops, bars, toilets and exhibitions of archaeological finds.
Pedestrian subway were slowly abandoned and now are partially open only as walkways without any services.
Since the early 2000's there have been specific projects for upgrading and reactivation of these places without a long-term strategy.
